Ok they are apart. The throttle linkage bar came off by prying it with a screw driver.

Yeah, we rigged a lot of boats with that stuff, thanks to the USCG! :(

Oh I know, I reluctantly started doing carb rebuilds again this year to help out a couple area marina's that are buried under boats infected by those lines. There's no end to it around here, I just put the finishing touches on a Nissan 40 carb for a guy that has Tempo fuel lines on his pontoon tank's and refuses to throw them and the bulbs in the trash.

Third rebuild in two years...:facepalm:
 
Everything has to come out of there, and it's sort of difficult for me to describe the entire process. Look for tutorials on rebuilding Mikuni SBN series carbs there are several online and also YouTube videos. If you're not comfortable getting any further into them just mail them off to me with the kits and I will be happy to do them for you it won't cost you anything.

FYI: Make sure the numbers on the new seats match the size indicators of the old ones

I can see the spring is shifted at one end.

Yea, I really don't like that bent spring at all. That's the standard *silver* spring and it controls pop off pressure. You need to remove the retainer collet for the seat and that pulls straight up and out there's an o-ring under it.

Then you need to unscrew the low and high speed brass jets. When everything is out of it you need to introduce carb cleaner to all the orifices and passages in the carb body that fuel flows through.

Pay special attention to the fuel circuit from the point of origin to the tips of the accelerator pump nozzles they will be clogged badly from that Tempo fuel line slime.

On Edit:
You will need to replace that bent pop off spring.
