Cone bolts seized?

We're going to be changing out my wear ring and several bearings towards the end of the week. Last time we attempted to change the oil in the cone, the bolts were EXTREMELY tight, so much so that we were afraid they were going to shear off.

Is this common for them to be that tight?

Also, is it ok to spray some PB Blaster/Liquid Wrench on them?
