Metering block pilot jet bypass valve?

how is this ball valve supposed to move? It doesn't move when I suck and blow on it, tried spraying carb cleaner at it and push it with the carb cleaner nozzle. This goes to the pilot jet and seems to be some kind of bypass valve? Not sure since there's no info I can find.

Look for a Mikuni, super BN owners manual. I don’t think anything in that valve block moves.
Also look at Mikidymac’s carburetor, rebuilding tutorial. It can be found as a sticky in the front of the two-stroke section.

It is not a valve and does not move. It just blocks a passage that was drilled during manufacturing.
