Holding throttle all the way down to start machine. Is this normal?? 2003 GTI le RFI

2003 GTI LE RFI needs to have throttle held in all the way to have machine start. Is this normal?? Usually when cold, the throttle needs to be held down at least 5 seconds. After warming up maybe just 2 seconds. Will not start unless throttle is held all the way down hot or cold. Thanks for any help.
 
I thought rfi's start and idle on one cylinder my first thought is an injector is not pumping this could be a loose connection at the injector or the main wire harness. I recently had an issue with an injector on an rfi we found it by plugging in a noid light. It turned out the main harness was not making good contact. How does it run once younget it going?
