Won’t run in water

Hi everyone, I have a 1995 speedster with twin 657x motors. So here’s my issue: one engine runs perfect in and out of the water. But the other will start out of water sometimes and will sputter for not even a second in water. it will sometimes run for a few minutes in the water if I start it while in forward gear with the other engine running. the carbs have been cleaned but not rebuilt and the compression is 145psi both sides. Anyone have ideas on what’s going on?

I believe the idle should be set about 3000 rpm out of water which will bring the rpm down to 1500 when it goes into the water under load.
 
Check plugs,,,check spark,,check that it charging,,,cut the ignition wires back 1/4 inch,,,Does it start as well as the other one,,,usually its carburation,,,
 
I just bought 99 speedster sk. It was not working in the water brought home and found the exhaust manifold bolts flying of their threads. Previous had crack manifold and must have re installed the exhaust himself the wrong way. Engine would start and sputter and bilge filled with water. Could the engine get water in them and still work. I had thought water in the cylinder was the end head or piston ?I wish I could help. But I have similar problem.
 
Much agreed, the engine will not combust water. I did put a heat resistance silicone on the manifold - exhaust gasket and re bolted it down. Previous owner was using 25mm bolts, and it calls for 30mm. re bolted with Loctite and seems to stay together. And worked fine. But after running it for 20 or 30 minutes, and then floating in the lake, same problem engine 1 left engine is sputtering. Might be getting water in the engine or seems like the governor kicks in, like when it is in neutral.
