Carb Rebuild

I have a 1997 GTS that I am about to rebuild the carb on. Looking over the pictures and reading manuals I keep hearing about a "pop off test." Is this still necessary for me to do since I only have a single carb 717? If so where can I get a hand pump to pressurize the carb? Thanks.

if at all possible, use the same spring, where the needle/seat are, that controls the float arm
