I see! I think if you can calibrate your new tach to show about 7000 RPM at full speed (49MPH) then it'll be very close to correct.
I expect your original tach may have had water in it at some time, the movement corrodes inside when that happens and it's a very common failure for many boat gauges. Hope isn't completely lost though, Seadoo gauges are "waterproof" so it might be possible a wire somewhere is disconnected.
I'm sure you have the electrical schematic so at least you can check to see if 12v power and ground are reaching the gauge but further than that might be difficult unless you can measure frequency on your multimeter then you can check for the pulse from the engine ignition.
I'm not sure about another easy way to check the seadoo tach at the moment but I'll think about that.
