1999 GTI - no start

I have a 1999 GTI...ran great all day (although my son said it was progressively running a little sluggish)...day 2, replaced the plugs and again ran great until it died (I assumed it ran out of gas). Put it back on the lift and could not get it started. Tried charging the battery overnight but no real change. I took it out of the water and thought the engine might have even been seized. After sitting on the trailer for a day, I went to try it and there's some good news (I think). Here's what is happening now when I attempt to start...Spark plugs in I get a solid attempt like the solenoid is really kicking in and on occassion a few very slow turns. Spark plugs out the engine will turn over a little faster for a few seconds. I haven't tested the battery yet but I also tried jump starting it from a freshly charged battery with the same results outlined above so I don't think it's a battery issue.
