1997 XP won’t start

Some backstory here: I have a 1997 XP-800 that I bought a couple years ago. It has been working great, running only in freshwater. However, last summer it flooded completely with water and wouldn’t start. Now it’s dried out somewhat and when I try to start it I get a single clunk noise and nothing. One spark plug is covered in gas after trying to start, and the other is clean. The battery is 12.28 at the moment as well.

Could be hydrolocked easily,,,and 12.28 volts may not start it.

We kind of figured as much as far as the voltage goes. What should I do about it if it is hydro locked?
