1995 seadoo Gtx bogs terriblely

I suggest pulling the head to check the cylinder walls. You will also be able to see the top piston ring. Check the gap where the ring comes together. It should be pretty tight, like to where you can barely stick mechanical pencil lead in there. Also, you can check out the cylinder walls and see if they're scored. Pulling the head is fairly non-invasive, as the two o-rings on top can be reused. Just apply the proper loctite to them when reassembling.
 
Do I need to do anything specific to run premix, or do I just not fill the oil tank and mix it with the gas instead?
 
If you switch to premix, you need to disable your oil pump somehow. On the 787, they just take the pump off and block off the hole, but on yours I'm not sure what's required. Idk if you can just let it spin without an oil supply. It might lock up. You can probably remove the gear that drives the pump, then disconnect it. Obviously, you don't want to premix and run the oil pump too, you'll foul plugs and smoke alot.

Unfortunately, if you're only pushing 80psi per hole, premix will not save you. You've got to have at least 120, and even that is considered very low. I rebuild when it gets down below 140. Sounds like you just need a top end. If you can see the cross hatch on the cylinders, and they're not scored, you might get away with just buying pistons/rings. Maybe just rings if the pistons are within spec. There are a series of tests you can do on them listed in the repair manual, which can be had for free if you google seadoo repair manuals.
