Speedometer problem on 97 GSX?

On my 97 GSX my speedometer would only read when it got to around 30MPH then the needle and digital speed would read. Now it does not read at all no matter what speed. Is it a computer problem or the reluctor wheel in the back? I also noticed that my fuel guage never worked and I found a plug unplugged in the hull. I plugged it in then the fuel would always read low? Just got done changing all my grey lines and cleaned the carbs up nice. Also cleaned up the fithy RAVE valves. This site has a lot of good info that helped me along the way. Thanks guys
 
For the Speedo on the rear of the boat is a sender that uses a little wheel with 3 wires. 2 are for the the speed, and 1 is for temp. if your boat is equiped with the temp. quage. Using a multi meter attached to 2 of the wires, and spin the wheel you seed read restiance depending on how fast you spin the little wheel. Then check contunity on the wires to the guage. If it isn't reading it might be a broken wire. If it sends a signal to the guage, the guage is bad.
