Speedo sensor - Third one and it still doesn't work - WHY

so I have a 98 speedster which uses a two wire speedo sensor. When I purchase the boat the speedo didn't work. I have now replaced it with two new/used ones that the vendor said were working. Still nothing. All the gauges work and all the fuses are good. What do I need to check. The only thing I see difference is that the ones I purchased are three wire and mine was two wire.
 
Can I use air to spin the wheel or do I have to use water for testing? When testing I push the start button, without the lanyard on, so I get power to the dash and then I spine the wheel and nothing happens on the gauge. Does the motor need to be running? Does the lanyard need to be hooked up? Is there a way to test the unit using a meter?
