Sea Doo 2000 GTX Battery won't stay charged

Hi, I have a 2000 Sea Doo GTX RFI that will not keep the battery charged. I have been told it maybe a regulator problem, any thoughts ???

If you get it run'n on the hose, check volts at battery, approx 14volts, give/take.
