Remove IBR via BUDS or IBR bypass Module?

I recently purchased a '16 Spark 3up that's missing all IBR components inside the hull (actuator, connections, etc). Since I beach my skis often (sand issue) and am old school anyway (20yrs riding without neutral/reverse option), I'd rather just save the money and plug the hole in the hull. Thanks to this forum, I've learned the ecu is going to have issues and end up in limp mode. I've contacted two SD dealerships and both say the iBR programming cannot be removed with BUDS. Can anyone confirm where/how they had this done to their machine, or reference a bypass module I can buy/attach please? I can't find a source for either. Thanks!
