how does fuel get to the engine '98 GS

I'm now having a problem with the oil valve cable that connects to the carb. At first it did not retract at all and cable seemed too long. Then I discovered how to get the spring to give some tension. Evidently when the cable was disconnected this allowed the spring to rotate the valve 360 degrees as spring tension released. I rotated it back 360 and got tension on the lever but the cable still does not retact completely when throttle is opened and closed. There seems to be a catch or binding of the cable somewhere that will not allow the lever to return to the idle position.
Any thoughts?

Limited space, will be a pain, but you can pull the cable, make sure it aint bad?, or pinch the line w/ filter on it, for now, and go premix, salvage whats left of the weekend..:cheers:
 
Got the cable resolved by adjusting a slight kink. I got the carb all tightened down and now it will run with throttle but won't idle. I'll try some adjusting and rechecking of the accelerator pump but if anyone has a suggestion to resolve please jump in. I went through the carb and installed new kit and cleaned everything and changed the grey fuel hose just to bring everyone up to date on what has been done thus far. It is a single carb 717 engine.
 
Adjusting idle screw is not the answer. The ski will only run if I give it lots of throttle. It won't run by itself if I just give it part throttle. I've overhauled the carb and accel pump, changed all fuel lines. I've tried various settings for the low speed jet from spec to adjusting out further to adjusting in further and nothing seems to make any difference. At least now with the accel pump working I don't have to prime it to get it to start. I just hit the throttle a couple of times and engine fires right up but dies as soon as that bit of fuel is used. If I hit the throttle hard enough a the engine will race up rpm's but will backfire some.
I'm at a loss now. Any ideas why this thing won't run at idle or above?? I've not run a compression test but will tonight or tomorrow when I get my hands on a tester.
