GS Water Cooling Question

New to the forum but hope that your guys can suggest some troubleshooting options.

Have a '98 GS. When flushing using hose at rear and engine running, I get no water from small hole just behind seat. Some water would always come out there before. It appears that water comes from the exhaust header and goes into a Tee with one side going into the exhaust and the other going into that small hole behind the seat. Took hose off tee that goes to engine exhaust header and tried to blow and suck on this tube but no go.

Any thoughts on potential causes, repair issues, or if I can run with it as-is?

I had the same problem on my 96 gsx and I got a piece of cable the type used for fishing leaders and threaded it into the "pee" hole as far as it would go with water running and it started coming out as if some dirt or something had clogged it, may help your situation
 
Often a grain of sand will get caught in there... I just shoot a short burst of air into it from the air compressor while on the hose running.... clears it every time. Right after you pull the air compressor hose away it will start peeing again, if not use a longer burst of air.
