Fuel tank does not vent

I was changing out all of my gray fuel lines because I've been having a problem with my 00 GTI bogging down when I give it gas, and I have already rebuilt the carbs. During the process of changing the lines one for one, I decided to blow threw the Reserve line to see if it was free and clear and to my surprise I felt pressure build in the line. Sure enough when I took my mouth off fuel started gushing out. I then plugged the line and opened up the gas cap and sure enough I could hear air pushing out once the seal was broken. When I was changing out the lines on the vent side of the system I noticed that the little "check valve" that is located just under the rubber bumper in the hull isn't letting air in or out which seems kind of funny. The other check valve which is located behind the fairing just underneath the oil filler neck only lets air come in. I was just wondering if this is normal because it seems like the tank should be able to vent out and in depending on the situation.

Looking at the Seadoo parts break down it looks like it's the pressure relief valve that I can't get to move air either way. Does this valve only "break" open at higher pressures then your lungs can put out? Another question I have is that my fuel gauge is not working so I checked for power down at the plug next to the transmitter. I got power there so I then shorted the two pins (red wire and red with black stripe wire) together expecting the gauge to peg out if it was working, but the needle never moved. Does this mean the gauge isn't working, or am I doing something wrong? Thanks for the help.

Nevermind on the fuel gauge, I found it in the search and it looks like I'm in need of a new gauge.

If it is the same as mine the relief Valve will open at 1.5 psi. You should. Be able to create that with your mouth.

I talked to a local shop and the mechanic said that is normal. He said they are more worried about the tank colapsing and fuel feed issues (reason for the check valve), rather then exploding so the relief valve is for "extreeme" pressures.
