Carb part question

I worked with the carbs and got them both to 25 to 26 for a pop off pressure. this is too high for a 951 engine. I ordered the platinum springs, mine currently has the silver springs in them. So if I change them out , will I be going in the right direction toward 19 to 23 ?

Next question, should I adjust, if i can, the pop off to go off closer to the 19 mark or the 23 mark. I thought I read something about lower will let the engine run a little richer which is better than leaner.
Thoughts?

No. Just get them even and within spec.
