We used to use a liquid (weak acid) aluminum cleaner on our boats when I was a kid. Thought about finding it. White bottle with red letters. Takes oxidation off aluminum surfaces. Shoot some through with a syringe. Maybe soak a carburetor in it. Water rinse neutralizes it.
 
Pretty sure our carbs are made of aluminum, right?

The toon cleaner we use contains hydrofluric acid in low concentration + some other stuff and this is intended for removing mineral deposits as opposed to removing aluminum oxide (aluminum oxide is a natural and tenacious passivation layer).

Phosphoric acid is available at Home Depot I believe, and will etch away aluminum oxide. I don't expect it will attack the aluminum itself but try a drop on an unimportant location as a test. Don't dunk the entire carb, I have not considered the potential for reaction with the other components and metals.
