I fit more into the category of exception to the rule with my purchase. I got a '90 SeaDoo SP for $200, no trailer and not running. After going through it, I will be putting maybe another $100 into it, tops, and should be on the water within a week or so. I can't say what the speed will be like, but I guarantee, It'll still be fun as can be. It won't be the fastest this on the Sacramento Delta, but for the price, a little piece of joy for me.
What matters to me might not have a bearing on what you are looking for in your price range but if you can get one for $1000, be happy with what you have until you can upgrade down the line. I want a 40 foot cabin cruizer with a huge rear deck to fish from, but I have my SeaDoo, still lots of fun and for a much better price, lol.
