Battling hard start when hot and sluggish on 787

On going for the last 2 years on my 1997 GTX I have been battling a hard start when hot, cranks and stalls multiple times and it is very sluggish at when taking off hard at lower RPM's. I parked it at the end of last year and its time to start trying to fix this issue again. Last spring carbs were rebuilt with kits from OSD, replaced filter and o-ring in fuel system, all lines replaced also at this time, fuel selector switch is 3 years old, both check valves on the tank were replaced last spring also. Ski has 200ish hours on it and compression is 150 in both holes.

Right now both carbs are off to be double checked and I think I should check the rotary valve clearance while apart. I did not check pop off when carbs were rebuilt last time, I just checked the PTO carb and it is 32 psi but have not checked the Mag one yet. Small filter in the carb is clean and so are all the small passages on the PTO side, will be checking Mag this weekend. One of my tuned pipe plugs is leaking a bit so I have that off right now also to be welded. I was always able to get full rpm until the end of last year also, I don't remember exactly what I was reaching but it was not full RPM.

Any tips or advice for checking rotary valve clearance would be great, anything else I should be checking while apart.

Checked MAG carb pop off and right at 32 also. Is it better to check rotary valve clearance with a feeler gauge or with solder and what is the best size solder to use.
 
if your carb kits dont have red on where the diaphragms push on the pop off release throw them in the garbage because it most likely a china kit. I had one last year that was out of spec(too short) and only found it after hours of measurements. now I only use mikuni kits.
 
I just checked my rotary valve clearance with feeler gauges and solder and both came out to .016 so I am thinking this is my issue being that max is .014. How do I know if it is my valve or my rotary cover? Where can I get a cover machined if needed?
 
It looks like SBT is the only place that i can get a rotary valve cover freshly machined and they are not cheep, anyone else machining covers out there?
 
If you are sure you measured right then the RV is out of spec. I'd take it to a good local machine shop and they should be able to take care of it.
