96XP Water regulator on waterbox

So the more I dig into this ski the more I'm finding that has been changed and modified. What is the purpose of the water regulator on the watercan/muffler. It looks similar to a rave valve setup.

Question is what happens if this has been removed? I was looking at a buddy of mines ski (bone stock) and never really paid attention to notice that mine is missing and the previous owner had put a pipe plug where it used to be. Can anyone give me a quick breakdown of where the water lines are supposed to be routed to? I do have Rossier pipe on so I'm not sure if that changes things. I have the shop manual but couldn't find a diagram for them. thanks for the help!!

Common part of exhaust mods is to eliminate this. It supposed to actively "tune" the pipe. Many times the aftermarket pipes have their own tuning system and this is no longer needed and plugged.
