96 Challenger(14') - water by my feet

Bought used boat - when i put in water for first time there was water by out feet ( 2 adults, 2 kids) does water come in with a loaded boat through the drain by the drivers feet somehow?????

It shouldn't no. That drain has a 1 way valve in it called the scupper valve. Check to see if there isn't anything stuck in it. Its located on the stern. If you don't see anything stuck in the valve it's probably just worn out.
