95 GTX Rectifier

Newbie with bogging problems. Have exhausted all suggestions in fuel system. Check rectifier with voltage meter. 12.4 before starting. 12.9 AFTER STARTING. Apparently need to replace rectifier but how do you get into the electrical box without removing gas tank. HELP PLEASE

isnt the box, on left side of tank. Just "snorkel" it out.

You can just un-clip the box and wiggle it out. What makes you thing the rectifier is faulty?
