94 GTX Fuel filter tubing routing question

Ok, been replacing my crappy grey fuel lines. I noticed one funny thing when I was changing them out. I believe the previous owner had the tubes backwards on the fuel filter. Below is a pic of how the manual says it should be, can someone verify that its correct? Thanks!!

Thank you. Previous owner had them flipped, wonder what that would have caused?

One other question - The black pressure relief valve that feeds out the little elbow just below the bumper trim is allowing air to flow through when I blow either way? From what I gather its only supposed to open one way? Thanks.
