OK, the cable coming from the PTO cylinder is the oil pump line. Hook that up to the pump and the carb ONLY. On the oil pump you just tighten the 10mm nut down, there is NO adjustment there. It's done all in the back on the cable nut back there. To align the pump see the pic. Keep in mind you will need to re-verify this once you actually hook up the throttle cables. Do this and start the engine. It should remain at 3k. This should not tug on the butterflies at all.

Now, on the front MAG carb there is a bracket that holds the choke cable and throttle cable. Do you have the 2 spacers that keep the bracket roughly a 1/2" off the carb or is the bracket right against the carb?

With regards to the oil pump cable I disconnected from the carbs when I last rebuilt these, but did not disconnect at the pump. Do I need to preload or does this generally hold and not spring loose. On the engine that runs good the line is all lined up, but I did not rotate the pump again. So I want to make sure when I do these I do them the same. Should I move the adjuster nuts on the shifter end back to even or is ok that I moved the left up higher to give more slack in back? Now that I have it idling right without the cables connected is there a way to keep from pulling it open further than it needs? I hope to get these adjusted in the morning before work, hopefully. Thanks for your help again.
