Yup....rev limiter....no problem at all. let us know how she runs next time out
 
The rev limiter at 3k must be there to prevent quick acceleration (dropping the clutch style). It my be there to protect the reverse jet drive parts. Either way, its there.
 
The rev limiter is there so you don't cause damage with the clam shells in the jet pump path in neutral. If you nail it in neutral the thrust would damage them. You need to figure out why you throttle is pulled causing the engine to rev. More than likely a mis-adjusted throttle cable. A quick check would be to disconnect the cables to the carbs all together and start it up then.

Have only just managed to get to the boat as I keep it quite away from the house

So nothing wrong with the engine
Phew as getting it in and out was a bit of a swine :-)
