Starts and runs but has to be jumped by starter solenoid keeps frying fuse and when it does start only goes 3-5mph engine is fine not sure what is wrong!

What fuse is it blowing? When exactly does it blow?
Do you get 2 beeps when the key is put on? Does the cluster come on when the key is put on? Do you get any additional beeps like a single long beep? Has the cluster or other parts been replaced recently?
Initial thoughts with limited info is that you have a mpem or ECU problem. BUDS or other software will probably not be much help if that is the case.
