2003 Seadoo GTI LE - Starts & Idles but won't accelerate

I didn't replace the needle and seat, the rebuild kit didn't come with those parts. I did replace the spring. I just went out today and purchased the stuff to make the tester so I can check pop-off and leak down. I'll do that next.
 
Good chance we found your issue.

You need to replace the needle and seat and you should not replace the spring unless you are 100% sure it is the correct one and the kits don't always have the correct spring for your model.
 
It looks like I found the problem. I started pulling everything off to get to the carb. When I got the air filter housing off I noticed that the butterfly on the carb wasn't open all the way despite the choke being off. Apparently when putting the carb back together after the rebuild I didn't notice that the choke cable was hung up in a way that it was causing the butterfly on the carb to be partially closed! I fixed the choke cable, put it everything back together and she runs like a champ.
