09 Speedster 150 Reverse Gate Questions

I just purchased an 09 Speedster 150 and noticed that the Forward/Neutral/Reverse lever does not make the reverse gate move.

Is this because it will only function with the motor running?

Also, there also appears to be a catch mechanism on the gate - is this for transporting the boat over the road.

Ok...update from troubleshooting/investigation.

If I take the Gate off the Stop Pawl slightly and move the shifter to reverse in one motion, the gate drops....but when I push the shifter back to neutral, the gate does not move.

Is this merely a cable adjustment issue?
 
OK...here's my issue...I need the parts red-circled in the pic below. They must have jarred free during transit...I found the stud that connects to the shifter, but nothing else.

Can anyone help me?

The only question that i can answer is that the reverse gate should move regardless of whether the engine is on or off.
