will not go in water

need help.
seadoo runs and revs just fine out of the water but when its put in the water it moves very slow and will not go. it seems to want to go at times but does not. I changed the exhaust with a high performance one and did no other changes. The seadoo was stolen so am not sure what was done to it. Found large amounts of stuff under grate, not sure if there is more.

So, it was stolen, and you got it back. Now you have trouble with it.

Compression check it,

does it have gray fuel lines?
