What is this???

I removed my starter today and was cleaning under the engine. I took some pictures and noticed this Hex bolt/Nut screwed into the RFI Waterchannel Cover. It is a 2004 GTI LE RFI 787 engine. Does any know what it is?

I looked at the parts schematic and it just shows the one intake and one outlet fitting and the eleven or so bolts to hold the cover on. Here is a picture of the cover I stole off of eBay.

I see it on this picture of a newly rebuilt engine. Is it where the grounding cable connects to the engine?

Mine 951DI has a couple of those on the very bottom that have no obvious use. Maybe related to shipping? The grounding cables connect elsewhere on mine.
 
Is that a spring between the "bottom" and the nut above it? Some type of "drain" poppet of some nature.....never seen something like that before but I haven't seen it all my any means
 
Nothing connected to it but I see it in pictures of other engines. So, just glad it is supposed to be there and not some rigged bolt substitute.
