Wear Ring too tight

I got a rock stuck in my impeller at the end of last season causing it to shred the wear ring. I am just now getting around to fixing it. I ordered an aftermarket wear ring that fits inside the housing but would not fit around the impeller. So I ended up buying an OEM one and the same problem occurred. I am not sure what to do. What is the best way to bore out the inside of the wear ring to make it fit? The wear ring is just too thick.

It also needs a good millimeter to come off of it.

If the OEM for sure wear ring doesn't fit the impeller is wrong or aftermarket.
