Water in engine compartment seadoo challenger

Is it normal to have a little bit of water that never goes out? On my 97 challenger single engine the drain plugs are about 1 inch off the bottom and my bilge is in front of the engine it works but doesnt get 100% of the water out and what's left cant drain out the plugs this normal? It seems wrong to me but dont know the solution

It's more than I think is normal its maybe an inch to inch and half that never drains it's over the white hose

That sounds normal. Like you said, the placement of the plug just doesn't let every last bit of water drain out
