hi guys 2011 rxt-x as 260 if the seadoo is out of the water and I press the VTS buttons should it move up and down. it seam that it is not moving

I believe in or out of the water has no bearing. However, I do believe it needs to be running for the VTS system to operate.
Do NOT run it out of the water (on or off a garden hose) for more than 1 minute as you can damage the Carbon Seal.
