strange cavitation issue

I have a 2002 explorer with a strange cavitation issue if the boat is loaded with any more then one person it cavitates on take off if the motor is shut off and you wait for a couple of seconds restart and take off it works fine I have replaced the wear ring and have same results please help I am new to jet boating so any info will be appreciated thanks

I would think it is the Carbon Seal.

any other ideas i dont think i have a carbon seal on this boat please help !!!!!!!!!!!!!!!!!!!!!!!!!
