Still Surging, now bogged down

OK, I think I am off to the dealer for service. My 97 GTX is still surging, but mostly bogging down now. Here is what I have done so far, Cleaned the RAVEs and reassembled them, and I pulld the fuel filter, it was dirty and crudy in the tub... I blew it out with Carb cleaner and blue out the tub it rests in too. Still bogging down not getting over 4k rpm and the few times it did it surged badly.

Any advice?

Easy fix... Put PWC on trailer, go to walmart and buy a for sale sign, put in front yard for $1500.00. I sold my 1997 with a blown motor for 15 hundred bucks. Then go to local Sea Doo dealer and buy a new RXT-X.
 
It sounds like you need to remove the carburetors and clean them. If you're careful and don't tear or damage the diaphragms you won't need to buy a rebuild kit. Pay attention to the internal filters too. If the fuel in the filter was that bad then other debris got by too.
