Ok so I've done the below stuff and the ski still only runs a 3/4 speed. If I pin it from a stand still it will kinda of bog down and take awhile to get on plane and will run about 3/4 speed (you can fill it bogging down a bit) If I give it 3/4 throttle, it jumps right on plane and runs great until I give it full throttle and it won't go anymore. Any suggestions?

Things Done:

Rebuilt Carbs
Cleaned Jets & Needles
Cleaned fuel tank baffle
New Fuel lines
New Fuel Selector Valve
New Fuel Filter
New Motor Mounts
New Wear Ring
New Plugs
Adjusted needles to H = Zero & L = 1 3/4

Did you clean the internal fuel filters inside the fuel pump (fuel inlet) side? If no, start there. From an idle, is it a bog like it wants to stall, or a hesitation? Big difference. Its adjusting the low one way or the other to get it to run right.

Is the ski stock? What size low and main jets are in it?

For running at 3/4 throttle, did you adjust both butterfly's to open equally? One may be closed not allowing the same or enough air in to match the fuel flow.

Yup, ever filter is new. Its more like a hesitation and never gets up to full throttle. The carbs look synced from what I can see. They open equally.

Ski is all stock and the jets are stock.

Ok, think of a bog like a motor that has been flooded needing to burn off fuel before it can rev up, and a hesitation doesn't have enough fuel to rev up. If its a bog, turn the lows in 1/4 at a time until its pretty clean running. If its a hesitation turn the lows out 1/4 at a time until its pretty clean. If it seems like you can't get a bog out, make sure you tightened the pilot jets all the way down. If not, fuel will slip by the jet causing a very rich condition.

Start working with the low speed first, then you can do the high end. You have to tune these this way. Nothing else will be right if you don't adjust the carbs like this.

The low speed, usually have a "t" handle as an adjuster. Make sure you didn't do them opposite and open the highs at 1 3/4 and the lows are closed.

Cool, I will have to take it out on the water and adjust the carbs. Yes, the high Speed is at Zero and the Low Speed is at 1 3/4.

Put it all back together and the ski runs like new. 135psi in each cylinder and the needles adjusted to H = Zero and L = 1 3/4.
