Spring Cleaning - Steering wheel etc.

Really need help. My 1996 sportster steering wheel has blotches of black spots, so does the green plastic trim.

Any suggestions on getting this stuff to look like new? I thought someone posted something like bleach worked?

Some black spots can be removed with Zippo lighter fluid.
