Sportster 1800 - New engine issue

Looks for some suggestions. I have dual 717 sportster 1800 89' if the year matters. I have 2 brand new fullbore top of the line engines. Less than 1 hour on them. Ran fine for like 10 mins on water and one engine just shut off. Took is home and checked compression I have 150 PSI on each cylinder, see no to leaks and everything is still hooked up. I can start it but it has no power when it runs. Its missing that seadoo/skidoo raspy pining you normally have. I can tell its not spinning fast enough even and idle give it gas it dies. To me it seems like fuel or timing. The carb was rebuilt and I cleaned it before I put it back on but those single mikuni's with the accel pump have passages that are hard to get clean a clog very easy. The plugs look good with no extra gas to black. I do have 40:1 in the tank plugs the oil injection for the break in. I do have spark at both plugs and spark plug wires look good.

Any help will be great..
 
I think you can tell a lot by disconnecting the fuel return line. Is there fuel there? Can you suck fuel out of the tank through the carbs? when the engine is running, is there fuel flowing out the return line?
