Speedometer sensor voltage reading

Have a 2000 Speedster and the speedometer is not working. I have read many posts about this but have not seen the answer to my question.
With the sensor connected and switch on I probe the two wires from the speed sensor and get a reading of approx. 9.17v to 9.98v while spinning the wheel. Is this enough voltage variation to work the gauge? Of all the posts I have read no one has stated what kind of voltage reading and what kind of voltage variation would signify a working sensor.
