sea doo not turning over

2000 bombardier rx . Put a brand new fully charged gell cell Battery also new NGK spark plugs, checked all fuses .. STILL everytime i try and start it, all I hear is Tick tick tick tick tick tick. Doesnt even want to try and turn over.. the motor and starter only has about 8 hours on it. would it be the starter relay or what? still trying to figure out why its not even trying to turn over. If any help would be appreciated Thank you
