I'm not trying to be harsh... but it's WAY to hard to read. Please try to simplify what you are trying to ask.

OK...... that's easier to understand.

Is the idle too low? It should be 1500 rpm in the water. If that's the case... raise the idle a little.

Since you have an RFI ski... there could be issues with low fuel pressure... or bad injectors.

ok mine idles at 1000-1200 in water how can i adjust this
and what about out the water what should rpms be

Out of the water it should be closer to 3000 RPM, but that's not a real concern. The adjustment needs to be done in the water.

Directly on the throttle body, there is an idle adjustment screw. Just give it a tweak to correct the idle.

Last thing... put in a fresh set of sparkplugs too.

but when i run it out of the water it shuts off too do u think its still thinks its the low rpms

You say you have an exhaust leak. Does it stall out with the seat off? Carbon monoxide could be choking you engine, Throttling the engine pulls in enough air to overcome the Co2. Even if that's not the root of the problem it's not helping. Sounds like it's not getting a complete burn and the plugs are loading up and it stalls out.

Yes it does stall with seats off well ill get new plugs these seam fine and ill try to adjust the idle rpms

ok i changed spark plugs previous owner had wrong ones it and i turned up the idle speed and works wonderfully now thanks for all your helps
