Reassembling jet pump 95 spx

Reassembling jet pump using OSD kit with delrin wear ring...impeller is just a smidge too tight, it doesn't spin freely. Thrust washer seems to be installed correctly and seated, also have new shaft and bearings.. The impeller just rubs the wear ring a little too much. Enough that I can spin it with a wrench on the shaft but not by hand. Wear ring seems to be seated thoroughly. What to do? All ideas and help appreciated...

Lube it with something like WD-40 and the first time you start it, it will shave the liner to fit.

Thanks, I kept cranking , until battery would die a little, then pause and let it charge up. Went through this process a couple times . Each time it turned a bit faster until it statrted...YAY! Used plenty of wd40...
