Pop off pressure on Carb

What tool can I use to get this pop off pressure when rebuilding my carb. I have a 717 single carb that I am going to rebuild this weekend and it talks about installing a new spring for the needle and seat. The new spring has to be close to the old pop off pressure. Any help will be helpful.

175 main, 67.5 pilot, 1.5n/s, 23-43 psi popoff, LSA+1, HSA=1.5
According to a chart, the black spring w/ 1.5 n/s approx 38psi,
