No water out of pee hole Challenger

I have a 1999 challenger with twin Rotax and I connected the hose to the top port under the hood and clamped the hose after the tee and started the boat but water out the peehole I feel exhaust coming through but no water??

I've never had water come out of the pee hole when using the hose. I only see it when the boat is in the water and under higher pressure.

It's wierd because when I hook up the Water the other engine it comes out the pee hole
