No pop off

Now it drops at 20psi, and holds at 10psi
If the needle is not popping off and you are losing pressure, the only thing I can think of to do is look for where the air is escaping from, maybe with some soapy water or by spraying WD 40. Not sure if it’s correct or not but when I’m doing pop off test I pretty much fill the needle and seat area with WD-40. It looks like you don’t have barely any WD-40, don’t know if it will make a difference but try filling the seat area and try the test again. What are the bent green and yellow hoses with zip ties? Where is your pulse fitting on the carb? On the other side?
 
I filled it. The bent hoses are shutting off the outlet. The pulse is also closed off at the top
Do you think it’s possible that air is escaping from the bent hose? I usually use vacuum caps like you have in your picture. I’m pretty sure I don’t block the pulse fitting
 
You are going to have to find the leak, soap and water.
With everything air tight and a good needle and seat they will hold pressure up to pop-off indefinitely. If you can't get to pressure, find the leak.
 
Replaced needle and seat. Pumped up to 70 psi. No pop....no leaks. I never had so much problems 😕
