Newbie......1996 GSX running on bench

Hi,
Pardon my ignorance.............I just picked up a 1996 seadoo GSX fix'er upper.......previous owner said it doesn't want to rev up, almost like the dess isn't working..........
How long can I "dry" run it in the garage for troubleshooting? I don't have a hose as its winter here right now.....
Where is the "beeper", I get nothing when I put the dess on, but it will fire right up when I hit the button............
Does someone have a "maintenance" check list to check for one of these.......I'm very mechanical, worked on sleds, atv's, bikes etc, but this it the first go around at a PWC.
Any help or direction is greatly appreciated.

scratch the beeper for now, bud. SOunds like you need to remove/overhaul the carbs and clean the RAVES. Replace the grey fuel lines, then install everything, and then see what happens.
