Does any one know what this part consists of?

I was hoping to find out if this came with the foam padding on the bottom side, the locking latch, hinge, and mini extension cable? Or is this just the black plastic mold of the windscreen with nothing else?
Of course I am looking to buy this from SeaDooWarehouse.com but the diagrams leave a lot to question sometimes.
Any knowledge would help.
