I've rebuilt the carb on my '00 GTI and haven't used any... about to re-install the cone; still haven't found any locally...

How mandatory is it?
Would Permatex be a suitable substitute?
 
Thread sealant?

You don't have to use "Loctite" brand thread sealant. You can go to your local Advanced or home auto supply store and ask for a thread sealant compond.

How important? It's to keep the fasteners from getting loose from engine vibration. I don't use anything on my carbs because I pull them off at least once or twice a season. If you don't plan on working on them again for a few years and can't find any sealant, you can use a small dab of 100% silicone or even regular lock washers. If you use the washers, make sure you use a standard flat first, then the lock. That way, the lock won't gouge into the aluminum.
 
Thanks Snipe.... Was not looking forward to pulling off the carb if I will carry me through the season. I'll sub Permatex & silicone from here on out.
 
Permatex = Loctite

I couldn't find Loctite either which is what the shop manual referenced, but determined these to be the Permatex equivalents.

Permatex51813 Anaerobic Gasket Maker = Loctite 518
Permatex 24200 Medium Strength Threadlocker BLUE = Loctite 242
Permatex 80631 Thread Sealant w/ Teflon #14 = Loctite PST 592
